Dr. Paula O’Neil dedicated her career to excellence in government, serving more than 39 years in various public service positions, most recently as the elected Clerk & Comptroller for Pasco County from 2009 to 2019. Using that wealth of knowledge, Paula now consults for governmental entities and businesses assisting teams to develop their combined talents and ambitions to create dream teams!

Paula is as an adjunct professor in the MBA Program at Saint Leo University and consults on several statewide and national projects. Paula holds a Doctorate in Philosophy in Applied Management and Decision Sciences, and is a John Maxwell Coach, Certified Public Manager, University of South Florida Executive Fellow, Leadership Pasco Alumnus, and has served as a Florida Sterling Examiner.

Dr. O’Neil was named 2020 Community Hero by the North Tampa Bay Chamber, 2019 Outstanding Public Administrator by the American Society of Public Administrators, 2018 Eminent Pioneer Award and 2011 Outstanding Public Servant of the Year (West Pasco Chamber of Commerce), 2016 Advocate of the Year (Florida’s Sixth Judicial Circuit), 2013 Lady Justice Award (West Pasco Legal Support Association), 2012 Outstanding Government Service Award (West Pasco Board of Realtors), Paul Harris Fellow (Rotary Club of Seven Springs), 2010 Justice Award (West Pasco Bar Association), and the 2010 Business Woman of the Year for Government by the Tampa Bay Business Journal. She was recognized by Congressman Gus Bilirakis in the Congressional Record and by the Commission on the Status of Women for leadership in women’s issues, and by the North Tampa Bay Chamber in 2019 for her outstanding leadership, strength, and dedicated public service. Agency awards have included Organization Honoree (Salvation Army Domestic Violence Prevention), Outstanding Directors Award by the Tampa Bay Business Journal, Distinguished Budget Presentation Awards (Government Finance Officers Assn.), Certificates of Achievement for Excellence in Financial Reporting (Government Finance Officers Assn.), 2009 Best Place to Work, numerous Achievement Awards (National Association of Counties, 2016-Present), Meritorious Award for the Future of the Region (Tampa Bay Regional Planning Council), and Award of Excellence (American Planning Association).
